On June 1, 2026, the Ukrainian government rolled out a new program aimed at supporting distributed generation projects. The initiative allows businesses, particularly large and medium enterprises, to obtain subsidized loans for the construction of new power generation facilities at an interest rate of 10% per year. This program is part of the broader strategy to enhance energy independence and reliability.

Key Details

According to Prime Minister Yuliya Svyrydenko, the government will cover part of the interest costs, thus making these loans more accessible. Financing amounts range from 1 to 25 million euros in equivalent hryvnias.

Projects supported under this scheme include the construction of gas piston and gas turbine units, cogeneration facilities, and installations based on biomass and biogas. Additionally, the program emphasizes energy storage systems and other infrastructure improvements that can bolster the reliability of electricity supply for businesses and communities still facing instability due to ongoing conflicts.

Businesses have the option to delay loan repayment for up to 12 months during the construction and commissioning phases of their projects. Priority will be given to initiatives located in energy-deficient regions, particularly in frontline areas where energy supply is critical.

Currently, applications can be submitted through 14 partner banks, with plans to expand this network as the program progresses. The National Development Institution will oversee project selection and support.

In conjunction with this new initiative, businesses also have access to interest-free loans up to 10 million hryvnias for generators and gas installations. Furthermore, they can request up to 250 million hryvnias for energy-related projects under the "Affordable Loans 5-7-9%" program.

Why It Matters

This program represents a significant step toward energy security in Ukraine, offering a pathway for businesses to invest in their own energy generation capabilities. By subsidizing interest rates, the government aims to mitigate the impact of energy shortages that have been exacerbated by conflict-related disruptions.

Background

The push for distributed generation in Ukraine comes in response to ongoing energy challenges and the need for greater resilience in the face of threats to energy infrastructure. As businesses grow and adapt, the government’s support in financing energy solutions is crucial for both economic stability and national energy sovereignty.
