What Happened
Ukrainian banks have actively participated in financing energy projects totaling ₴50.6 billion since June 2024. This effort is part of a joint memorandum aimed at restoring Ukraine's energy infrastructure, which was severely damaged by Russian military actions.
The report was confirmed by the National Bank of Ukraine and highlights the banks' commitment to support both the business sector and residential needs in the face of ongoing challenges.
Key Details
The memorandum facilitated the provision of more than 4,500 loans to businesses amounting to ₴47.2 billion. Additionally, over 18,000 households received loans totaling ₴3.4 billion.
Banks have focused on financing projects related to the development, reconstruction, and maintenance of energy generation capacities totaling 1,763 megawatts (MW). The largest share of financing has been directed towards the construction of solar energy systems (SES) as well as facilities for gas, hydro, bio, and wind energy generation.
Furthermore, the funding also covers projects aimed at energy storage, including the creation of storage systems and the purchase of inverters and batteries. These projects alone account for an additional capacity of 715 MW.
As of the end of May 2026, banks reported that previously issued loans are being repaid gradually. The total portfolio of energy-related loans for legal entities stands at ₴30.5 billion, while for individuals, it is at ₴2.6 billion.
In June 2024, a group of 20 banks, which hold over 85% of the sector's net assets, collectively signed the memorandum to finance the restoration of energy infrastructure. The base lending rate set under this memorandum is from 13.5% per annum.
In February 2026, these banks revised their financing terms for investment projects to allow for more flexibility in creating credit products, aimed at expanding business opportunities. Currently, a total of 53 signatories are part of this memorandum, enhancing financial support for Ukraine's energy recovery.
Why It Matters
The substantial financing from Ukrainian banks underlines the critical need to rebuild the energy sector amid persistent threats from ongoing military conflicts. By supporting various energy initiatives, these banks are playing a crucial role in the recovery of Ukraine's infrastructure, which is vital for the nation's economic stability and growth.
Background
Since the onset of the invasion by Russia, Ukraine has faced significant destruction of its energy infrastructure. The government and financial institutions have been mobilizing resources to address these urgent needs.
The cooperative efforts from the banking sector reflect an organized response to assist both commercial and personal energy needs in affected regions. The ongoing adjustments to financing conditions indicate a proactive approach to foster investments in renewable energy and improve reliability across the board.
