According to the SBU, the scheme involved offering military-age men bogus inpatient treatment in exchange for payments starting at $4,000. The organizer was identified as the head of a regional branch of a national medical firm.

Alongside him, six accomplices were involved, including doctors and emergency medical personnel. Investigators have determined the perpetrators set up fictitious hospital admissions through manufactured emergency calls to the 103 hotline.

Upon arrival, ambulance crews would admit individuals into medical facilities on paper, where doctors would then falsify test results and health assessments to fabricate documentation confirming serious medical conditions. These fraudulent documents enabled clients to secure official exemptions from military conscription.

The SBU detained the mastermind during a transaction where he was accepting part of a bribe. Searches conducted at the suspects’ workplaces led to the recovery of draft records and other incriminating medical documents, along with digital evidence found on smartphones.

Those involved have been notified of their suspicions under various charges of the Criminal Code of Ukraine. Charges include obstructing the lawful activities of the military, abuse of influence, and forgery committed by a group acting in prior conspiracy.

Immediate legal repercussions have become evident, with two suspects already in custody, awaiting court decisions on detention for the others.
