Ukrainian law enforcement agencies have uncovered a scheme involving the illegal supply of construction materials to the Russian Ministry of Defense. The Office of the Prosecutor General reported that the director of a group of commercial enterprises faces charges related to this operation.
The investigation revealed that the suspect coordinated a network to provide the Russian armed forces with necessary supplies following the full-scale invasion of Ukraine.

According to the prosecution, the suspect established connections with companies in the aggressor state and in temporarily occupied Crimea since the outset of the invasion. The investigation indicated that he facilitated large-scale supplies of construction materials.
These materials were reportedly used for military construction projects including defense fortifications, military factories, and the repair of facilities used by Russian troops. To disguise the illegal nature of his operations, the suspect registered his businesses under trusted individuals in the occupied territories of Crimea and Russia, while continuing to manage these companies from Ukraine.
His responsibilities included assigning roles to participants, coordinating their actions, issuing instructions, and overseeing financial and economic activities. Despite existing bans and sanctions, the companies linked to him participated in tenders announced by the Russian Ministry of Defense and entered into contracts to supply goods.
Records show that companies related to the suspect paid over 100 million rubles in taxes to Russia since the beginning of the full-scale aggression. Additionally, a bookkeeper based in Kyiv managed financial operations, reporting, and interactions with Russian institutions from a distance.
This individual was previously arrested while attempting to leave the country and received a ten-year prison sentence with asset confiscation in November last year. Currently, the director and three additional suspects are being charged, all of whom are believed to be hiding in the temporarily occupied Crimea.
Their activities have also been evaluated under the criminal code of Ukraine. Law enforcement seized documents, electronic media, and other evidence of illegal activities during searches at the suspect's residence.
As a result of these findings, the prosecutor's office requested preventive measures against the director.
