On March 3, 2026, the National Security and Defence Council of Ukraine adopted plans aimed at enhancing the resilience of local governments as they prepare for the heating season. Following this, President Zelensky issued a decree, which officially puts these plans into effect.

The decree, number 439/2026, mandates that all involved authorities and stakeholders take necessary actions to ensure the plans are executed without delay. The approved plans require heads of regional and municipal administrations, along with relevant ministries, such as the Ministry of Energy and the Ministry of Internal Affairs, to oversee the efficient completion of specific measures before the commencement of the heating season.

These implementations are critical in enabling cities and regions to manage energy supply and distribution effectively during expected peak demand periods. This ensures that any required adjustments can be made in a timely manner to accommodate unforeseen challenges.

The Ukrainian Cabinet of Ministers is tasked with creating a coordination center for the execution of these plans, to be led by the Prime Minister. This center will include representatives from various ministries and agencies, ensuring a collaborative effort across levels of government.

Immediate decisions are expected to simplify regulatory processes and identify funding sources, including international financial support, to uphold the plan's goals. In anticipation of the heating season, the government recognizes the importance of timely financial provisions, and thus, initiatives aimed at increasing the volume of loans for related projects will be evaluated.

The measures outlined in the resilience plans are estimated to require investments of around 215 billion UAH, as noted by Prime Minister Yulia Svyrydenko. With the official onset of winter approaching, these resilience strategies are crucial for maintaining energy stability for Ukrainian citizens.

They underscore the government's commitment to safeguarding public welfare and infrastructure integrity amid ongoing challenges.
