The Ukrainian debtor registry, known as the Unified Register of Debtors, has documented significant growth over the past year. As of March 2026, the registry contained data on 9.5 million debts, with an increase of approximately 514,360 new cases registered in 2025, marking a 6% rise from the previous year.

The surge in debt cases can largely be attributed to fines imposed for traffic violations, which alone accounted for over 2 million cases, representing 21% of the total debts. Other administrative infractions non-related to traffic safety contributed significantly as well, with 1.93 million cases amounting to 20% of the total.

The spectrum of debts extends to various penalties and charges due to the state budget, with around 1.65 million cases or 17.3%. Additionally, debts from public utility services reached over 816,000, which is about 8.6% of the overall total.

A noteworthy trend is the rising number of unspecified debts that are categorized as not fitting into particular classifications by enforcement officials, totaling around 2.1 million, or 22% of all entries. The sharpest increase observed was in special confiscation cases, which rose by 63% from 1,049 to 1,709.

Similarly, the number of cases related to the enforcement of property seizures also rose significantly, jumping from 17,173 to 23,548, or 37%. Regionally, Dnipropetrovsk leads with approximately 1,052,990 registered cases, accounting for 11% of the total.

Following are Kharkiv with 675,207 cases (7%), Kyiv with 667,215 (7%), Odesa with 585,193 (6%), and Donetsk with 526,300 (6%). The demographic analysis reveals that a substantial majority of debts belong to men, who comprise 74% of the registry, while women account for 26%.

It's essential to note that an individual may have multiple enforcement cases registered against them. The increase in debt cases reflects broader economic challenges within the country, as evidenced by the recent reports of wage arrears affecting workers.

In 2025, the number of employer-related cases hitting the registry reached its highest in five years, with 9,174 instances of employers failing to pay wages, suggesting a growing fiscal strain on households across Ukraine.
