Ukraine's Unified Register of Debtors noted a substantial rise in debt cases in 2025, with over 514,360 new entries logged by March 2026. This increase brings the total number of registered debts to more than 9.5 million, reflecting a 6% surge from the previous year.

Sources of Debt

Many of these new debts resulted from traffic violation fines, accounting for over 2 million cases, or 21% of the total. Non-traffic-related administrative fines added approximately 1.93 million cases, representing 20% of the overall debts.

Debts related to state budget penalties reached around 1.65 million cases, or 17.3% of the total. Public utility service debts exceeded 816,000 cases, comprising about 8.6% of the total.

Additionally, approximately 2.1 million cases were classified as unspecified by enforcement officials, making up 22% of all new entries. Cases categorized as special confiscations saw a 63% increase, from 1,049 to 1,709 cases.

Enforcement Cases

The report also revealed a significant rise in property seizure cases, which climbed 37% from 17,173 to 23,548. The Dnipropetrovsk region recorded the highest number, with around 1,052,990 cases, accounting for 11% of the total.

Following Dnipropetrovsk, Kharkiv tallied 675,207 cases (7%), Kyiv reported 667,215 (7%), Odesa had 585,193 (6%), and Donetsk documented 526,300 (6%).

Demographic Trends

In terms of demographics, 74% of registered debts involve men, while women make up 26%. It is important to note that individuals may face multiple enforcement cases against them.

Economic Implications

The surge in registered debts suggests broader economic challenges within Ukraine. Wage arrears are also increasing, with 9,174 instances reported in 2025, the highest level in five years. This trend adds to the financial pressures many households are experiencing.
