Ukraine Needs ₴50 Billion for Road Repairs, Official Says
Ukraine requires approximately ₴50 billion for road repairs, according to Serhiy Sukhomlyn, head of the State Agency for Restoration and Development of Infrastructure. This funding is essential to address both major and local road conditions following a challenging winter.

During a recent press briefing, Serhiy Sukhomlyn outlined the pressing need for repair funds, emphasizing that at least ₴12-14 billion is necessary just for maintenance of international and state roads. The total repair costs across all roads could escalate to as much as ₴50 billion.

The severe winter weather, characterized by significant temperature fluctuations, has adversely affected road conditions, with more than 10 million square meters of roads identified as needing urgent repair. Sukhomlyn detailed that current repair efforts are underway to improve road safety and accessibility.
As work progresses, crews have ramped up their activities, doubling their daily output from 25,000 to 50,000 square meters within a week. The shift in temperature has facilitated the use of hot asphalt on large sections of road, with contractors prioritizing major thoroughfares.
Notably, work performed in the previous day alone reached 60,000 square meters. Despite this progress, uncertainties regarding guaranteed funding remain.
Sukhomlyn acknowledged that assurances of timely and complete financial resources for the spring repairs are not yet in place. Currently, some of the work is being funded through directives tied to existing contracts.
The Ukrainian government is reportedly close to a decision that would allocate an additional ₴3 billion for these repair efforts, while exploring various avenues for funding, including public-private partnerships and credit options. The ongoing discussions within the Parliament are looking at reinstating a dedicated road fund, although exact financial commitments during wartime conditions remain fluid.
The government is actively seeking adequate funding solutions and has shown commitment to resolving the road infrastructure crisis, with the Prime Minister hosting several working meetings on the topic. A minimum of ₴10 billion from the reserve fund is also projected for upcoming road repair initiatives, with initial allocations of ₴3 billion recently approved.
Despite the operational challenges and complexities, the outlook for road repair accelerations this spring appears positive, pending the resolution of funding issues. The agency aims to significantly ramp up daily repair outputs by the end of March, further indicating the critical nature of maintaining and upgrading infrastructure amid ongoing demands.
