SBU Thwarts Terror Attack in Odesa, Detains Smugglers

On May 30, 2026, the Security Service of Ukraine (SBU), in coordination with the Ukrainian Defense Ministry's Main Intelligence Directorate (HUR), disrupted a plot by Russian special services aimed at executing a terrorist attack in Odesa. The operation led to the detention of four individuals transporting a drone equipped with explosives.

The SBU reported that the smugglers were acting under the direction of the FSB and were supposed to deliver an attack drone to Odesa concealed within a shipment of unlawfully transported tobacco products. These goods originated from Russian-occupied territories in Georgia and were intended to be delivered by small boats.

The operation, monitored by Ukrainian Navy Commander Oleksiy Neizhpapa, involved intercepting the suspects as they approached the port area. Investigators stated that the smugglers had established a maritime route from Russian-occupied Abkhazia through neutral waters near Snake Island to the Odesa coastline.

Four suspects were caught red-handed after offloading both the tobacco and the explosive-laden drone. The coordinator of this smuggling network, currently outside Ukraine, is an Odesa businessman implicated in illegal activities in Abkhazia.

He reportedly collaborated with Russian intelligence to facilitate the operation in exchange for continuing his smuggling endeavors in the Caucasus region. They aimed to aid the smooth transfer of the vessel's cargo into Odesa while facilitating the exit of the organizer's brother from Ukraine.

All detainees face charges under Part 2 of Article 332 of the Criminal Code of Ukraine, which deals with illegal transportation across the state border. Further allegations concerning the transport of weapons and illicit goods are also being considered, with plans to issue an in absentia charge against the mastermind still at large.

According to the SBU's assessment, the individuals involved could face up to 12 years in prison, including property confiscation. The HUR noted that this special operation, which involved the Tymur Special Unit, has been ongoing for over a year.

It successfully documented a smuggling channel that utilized civilian vessels for transporting controlled goods while incorporating weapons and Russian-made drones among the cargo.
