SBU Charges FSB Agents for Repression in Luhansk Region

According to the SBU, Kravchenko and Kirdieve became identified as agents of the FSB following the occupation of Luhansk in 2014. They are reported to have joined the so-called 'MGB LNR,' which is controlled by Russian security services, and were tasked as 'operational officers' within this agency.

In spring 2022, these agents were involved in raids targeting members of the local resistance movement, where they allegedly participated in kidnappings and asset theft from households. Witness accounts detailed that victims were taken to a detention center run by these authorities, where the agents reportedly engaged in acts of torture.

Testimonies indicated that they often placed bags over the heads of detainees and used rifle butts and rubber clubs for physical abuse. Furthermore, electrical shocks were reportedly employed as a means to extract confessions regarding alleged collusion with Ukrainian defense forces.

Currently, both individuals have been reassigned to the so-called 'FSB office in LNR,' where they are believed to continue their involvement in mass repression within Luhansk and surrounding areas. The SBU has charged them under part 2 of Article 28 and part 1 of Article 438 of the Ukrainian Criminal Code, which pertains to war crimes committed in concert.
