What Happened

Ukraine is currently assessing two potential options to finalize the construction of Units 3 and 4 at the Khmelnytskyi Nuclear Power Plant. This information was shared by First Deputy Prime Minister and Minister of Energy Denys Shmyhal via a Telegram post.

The urgency behind completing these power units stems from the critical role of nuclear power in Ukraine's energy infrastructure. Shmyhal emphasized that nuclear generation is essential for meeting the base load demand on the national power grid.

During a recent visit to a nuclear power facility, Shmyhal noted that experts are evaluating the best way forward for the construction project. He stated, "We need new nuclear power units, specifically the completion of Units 3 and 4 at the Khmelnytskyi NPP." The plant's management is actively working on enhancing safety and capacity.

Shmyhal highlighted ongoing construction of protective structures and modernization processes at the facility, which are intended to strengthen overall energy security in Ukraine. Additionally, the Minister mentioned plans to develop backup transmission lines, further securing the country's energy framework.

These initiatives are part of a broader strategy to improve national energy resilience. On a legislative front, the Ukrainian Verkhovna Rada approved the procurement of Russian-made equipment from Bulgaria for the nuclear project on February 11, 2025.

However, a separate law must be passed for construction to kick off. Recently, on April 15, 2025, Bulgarian Deputy Prime Minister Atanas Zafirov ruled out the sale of two reactors originally intended for the Khmelnytskyi construction, hindering progress.

President Volodymyr Zelensky reaffirmed Ukraine's willingness to cooperate on obtaining the necessary units for the NPP on March 30, 2026. His statements indicate continued focus on nuclear energy as a cornerstone of the nation’s future energy strategy.
