State managers overseeing sanatoriums and recreational facilities linked to Viktor Medvedchuk remitted ₴1.86 million to the Ukrainian budget in 2025. This amount represents a modest return compared to the overall estimated value of these assets, which exceeds ₴585 million.

Key Details

The analysis conducted by the Institute of Legislative Ideas (ІЗІ) outlined financial contributions from several properties, including the ‘Pоляна’ and ‘Сонячне Закарпаття’ sanatoriums in the Zakarpattia region, the ‘Бескид’ recreation base in Ivano-Frankivsk, and the ‘Ведмежа діброва’ complex in Zakarpattia. Among these, the property ‘Ведмежа діброва’ has the highest valuation at nearly ₴493.5 million.

The breakdown of budget contributions from these entities includes: - ₴647,689 from ‘Поляна’ - ₴685,096 from ‘Сонячне Закарпаття’ - ₴88,387 from ‘Бескид’ - ₴440,003 from ‘Ведмежа діброва’. Additionally, as of early 2026, approximately ₴1.6 million was received predominantly in the form of guarantees, although these payments varied by asset.

The report emphasized the procedural challenges in managing these seized assets. The assets have been frozen under various criminal investigations connected to unlawful dispossession by organizations tied to the Federation of Trade Unions of Ukraine and allegations of financing hostile activities against Ukraine.

The administrative handover of some assets, particularly ‘Поляна’, took four attempts before successful transfer.

Why It Matters

The financial return generated by Medvedchuk's seized properties is notably low compared to their significant market value, highlighting inefficiencies in asset management. The ongoing legal and procedural complications significantly hinders the budgetary benefits that could derive from these assets, impacting state financial resources.

Background

In recent years, the National Agency for the Detection and Management of Assets (АРМА) has taken control of numerous assets, having handed over 1,703 assets worth over ₴5.35 billion in 2025. Income from these assets totaled ₴5.07 billion, with expenses reaching ₴3.41 billion.

The management of politically sensitive assets, like those linked to Medvedchuk, continues to face systemic challenges, including low market competition for management and prolonged litigation which complicates effective governance of these assets. These complexities underline the struggles faced by Ukrainian authorities as they navigate asset recovery and management under ongoing judicial scrutiny.
