Expert Suggests Ring Exchange for Taurus Missile Deliveries
The Austrian military expert Gustav Gressel has proposed a solution to the stalled delivery of German Taurus cruise missiles to Ukraine through a 'ring exchange' between Germany and the UK.

In a recent interview with Ukrinform, Gustav Gressel, a lecturer at the Austrian National Defense Academy, outlined his views on the ongoing delays in supplying Taurus missiles to Ukraine. Gressel noted that the key issue stems from political hesitations in Germany, particularly in light of the recent public promises made by Friedrich Merz, a candidate for Chancellor. These promises have raised concerns in Russia, potentially impacting Germany's willingness to proceed with the supply. Gressel emphasized that the psychological impact this has on Germany's defense decisions complicates the situation further. He elaborated on the operational capabilities of the Taurus missiles, stating that while they would indeed bolster Ukraine's military capacity, their specifications closely mirror those of the British-French Storm Shadow/SCALP missiles currently in Ukrainian hands. Consequently, Gressel suggested that if Germany were to follow through with the supply of Taurus missiles, it could also facilitate a 'ring exchange' with the UK. This would entail the UK sending additional Storm Shadow missiles to Ukraine in return for Germany's provision of Taurus missiles. This concept aims to address the current impasse and deliver the necessary support to Ukraine more efficiently. Moreover, Gressel referenced criticism from former German Federal President Joachim Gauck, who condemned Merz for obstructing the supply of Taurus missiles, labeling it a mistake and a misjudgment of the situation. Gauck's sentiments underline the urgency among some political figures in Germany for a decisive response to Ukraine's needs. Gressel believes that enhancing Ukraine's access to advanced missile capabilities, even if achieved through such indirect means, could shift the balance of military assistance in Ukraine's favor. He pointed to the need for cohesive strategy as Europe navigates such complex military and diplomatic landscapes within the context of ongoing conflict. While the proposed 'ring exchange' remains theoretical, it reflects a broader urgency among military experts and political leaders to find workable solutions to support Ukraine during these critical times.
