During a session in Strasbourg, the European Parliament unanimously adopted two significant reports aimed at enhancing the EU's defense policy. Among the key recommendations is a proposal to create a joint European defense market which would involve Ukraine as an integral component.

Lawmakers asserted that leveraging the full potential of this unified market would enhance innovation, security, and economic efficiency within the EU's defense sector. Tobias Kremer, a rapporteur from the security and defense committee, highlighted that ‘only by fully utilizing the potential of a single market can we develop a defense system that maximizes the impact of every euro spent.’ The first report outlines a vision for a more robust and integrated EU defense market intended to strengthen the European defense industrial base.

It encourages long-term funding increases, joint procurements, simplified regulations, and a reduced dependency on external suppliers. Crucially, the report encourages member states to view Ukraine as an essential part of the EU defense framework.

This alignment forms part of a broader policy linked to 'Buy European' principles in defense procurement, aimed at bolstering the technological and industrial base of EU member states. In the second report, members of Parliament pointed out significant gaps in the defense capabilities of EU states, particularly regarding air and missile defense, artillery, rockets, munitions, and drone-related technologies.

The EU parliament urged participating nations to expedite the launch of key initiatives as outlined in the Defence Readiness Roadmap 2030. Notable projects mentioned include the European Drone Defence Initiative, Eastern Flank Watch, Air Defence Shield, and Defence Space Shield.

Furthermore, there was a call for the European Commission to better define the objectives, management systems, timelines, and funding mechanisms associated with these initiatives. The reports reflect a consensus among lawmakers for a strategic approach to strengthening Europe's conventional defense capabilities, particularly in light of the ongoing security challenges posed by Russia.

EU Defense and Space Commissioner Andrius Kubilius has emphasized the need for a realistic assessment of the threats facing the continent and the necessity of reinforcing conventional defense efforts, a sentiment also echoed by the current U.S. administration.

These developments underscore the EU's commitment to evolving its defense policy amidst a changing geopolitical landscape.
