European Parliament Approves Ukraine's Integration into EU Defense Market

During a session in Strasbourg, the European Parliament unanimously adopted two reports focused on advancing EU defense policy. A key proposal is the establishment of a joint European defense market that incorporates Ukraine.

Lawmakers highlighted the potential of a unified defense market to foster innovation, enhance security, and improve economic efficiency. Tobias Kremer, a rapporteur from the security and defense committee, stated, "Only by fully utilizing the potential of a single market can we develop a defense system that maximizes the impact of every euro spent." The first report presents a vision for a more integrated EU defense market aimed at strengthening the European defense industrial base.

Key Details

The reports advocate for increased long-term funding, joint procurement efforts, streamlined regulations, and reduced dependence on external suppliers. They specifically encourage member states to regard Ukraine as an essential component of the EU defense framework.

This strategy aligns with the 'Buy European' principles in defense procurement to fortify the technological and industrial bases of EU member states. The second report identifies critical gaps in the defense capabilities of EU countries, notably in areas such as air and missile defense, artillery systems, munitions, and drone technologies.

Background

The EU Parliament urged member nations to expedite the implementation of key initiatives outlined in the Defense Readiness Roadmap 2030. Important projects include the European Drone Defence Initiative, Eastern Flank Watch, Air Defence Shield, and Defence Space Shield.

The Parliament also called on the European Commission to clarify objectives, management structures, timelines, and funding for these initiatives. This consensus among lawmakers signals a strategic commitment to bolster Europe’s conventional defense capabilities, especially in response to ongoing security threats from Russia.

EU Defense and Space Commissioner Andrius Kubilius emphasized the necessity for a realistic assessment of continental threats and the importance of strengthening conventional defense strategies, a view supported by the current U.S. administration.
