During the latest European Council discussions, 25 heads of state and government expressed their firm support for a document endorsing a loan of EUR 90 billion for Ukraine in 2026 and 2027. This loan is expected to help Ukraine mitigate the ongoing impacts of the Russian invasion and bolster its defense capabilities.

The Council's statement highlights the urgency of delivering military support while urging engagement with non-EU countries to address a remaining EUR 30 billion funding gap. The continued military assistance is emphasized, including the expedited production and delivery of essential equipment necessary for Ukraine's defense, particularly air defense systems, ammunition, and drones.

Furthermore, the Council commended the resilience exhibited by the Ukrainian people and leadership in the face of persistent aggression. Ukrainian President Volodymyr Zelensky addressed the Council, asserting the need for Russia to not emerge from peace talks in a stronger position.

Leaders underscored that any military aid provided to Ukraine must respect the defense policies of each EU member state, acknowledging the diverse security interests at play. The European Council reiterated its unwavering support for Ukraine’s sovereignty and territorial integrity, emphasizing that Ukraine’s aspirations are aligned with its path toward European Union membership.

The leaders recognized Ukraine's efforts toward reforms under challenging circumstances and expressed their commitment to opening negotiation clusters as a part of the enlargement methodology. The necessity of a comprehensive and lasting peace in Ukraine, based on UN principles and international law, was acknowledged, alongside calls for an unconditional ceasefire from Russia.

The EU leaders emphasized that decisions regarding peace cannot be made without Ukraine's involvement and asserted that the EU would work towards providing credible security guarantees. In condemning Russia for its systematic attacks on Ukraine’s infrastructure, the Council highlighted the EU’s commitment to humanitarian aid and recovery efforts.

Amidst the discussions, the need for further sanctions on Russia was reinforced to curtail its funding for the war and to weaken its economy as part of the broader strategy for lasting peace.
