The Council of the European Union has appointed Cornelia Taylor as the new head of the EU Advisory Mission in Ukraine. Taylor's official start date will be July 1, 2026, replacing Rolf Holmbo. The decision was made by the Committee on Foreign Affairs on May 28.

Cornelia Taylor is a German lawyer with over 20 years of experience managing complex operations in unstable security environments. She has held leadership roles in UN and EU missions in various regions, including Kosovo, the Democratic Republic of Congo, and Afghanistan.

Most recently, she served as the Deputy Chief of the OSCE Mission in Kosovo from February 2024, including a period as the Acting Head from September 2024 to May 2025. The EU Advisory Mission in Ukraine (EUAM) is a civilian mission without executive powers.

It was established at the request of the Ukrainian government on July 22, 2014, to support the implementation of specific reforms in line with EU standards and principles of governance and human rights. This includes assisting Ukraine in meeting obligations related to EU membership.

In 2022, the mission underwent significant adjustments in response to the escalation of Russia's aggression against Ukraine. Since then, it has also focused on aiding Ukrainian authorities in investigating and prosecuting international crimes linked to the conflict.

Additionally, it supports integrated border management and provides assistance in liberated territories. On May 11, the EU Council expanded the mission's mandate to counter hybrid threats and support the reintegration of veterans.

The EUAM has regional offices located in Kyiv, Lviv, and Odesa, while its offices in Kharkiv and Mariupol are currently inactive. The mission employs over 400 international and local staff.
