What Happened

Law enforcement agencies in Kyiv have disrupted a significant illegal immigration operation accused of providing fake legal status to foreign nationals, including citizens from Russia. According to a report from the National Police of Ukraine, two individuals are facing charges in connection with this case.

The main suspect, a 45-year-old resident of Kyiv, and his accomplice, a 36-year-old law office assistant, allegedly facilitated the entry of foreigners into Ukraine using fictitious companies and charitable organizations. This scheme reportedly allowed over 100 foreign individuals to obtain temporary residence permits under fraudulent circumstances.

Key Details

The operator of this illegal enterprise actively recruited foreigners seeking entry into Ukraine. For a fee ranging from $2,000 to $6,000, he offered legal support by listing these individuals as employees of non-existent companies.

This created a basis for obtaining visas. The accomplice leveraged connections within the State Migration Service to assist clients in receiving residence permits by submitting false information to state registries.

So far, the authorities have documented the illegitimate legalization of three foreign nationals, two of whom are Russian citizens, who were falsely represented as volunteers for a fictitious charity and as the head of a newly created fake company. More than ten searches were conducted at the residences and workplaces of the suspects, leading to the seizure of over $56,000, 280,000 hryvnias, more than 5,000 euros, and 4,000 zlotys, alongside electronic devices, documents, and business seals.

The main suspect was apprehended while receiving a payment from a client, with the police conducting the operation with support from a special police unit. Both suspects face serious allegations under Article 332 of the Criminal Code for illegal border crossing and Article 369-2 for abuse of influence.

The main suspect will remain in custody during the investigation.

Why It Matters

The interruption of this illegal operation is crucial in reinforcing Ukraine's border security and immigration policies. Additionally, it highlights the ongoing challenges posed by immigration fraud, particularly involving foreign nationals from different countries.

Background

Previously, illegal immigration networks have evaded detection, enabling numerous foreign individuals to exploit Ukrainian immigration rules. Last year, a similar group was uncovered in Kyiv, where members were involved in illegally transporting and pretending to employ foreign nationals.

Reports indicate that this latest operation significantly amplified these concerns, necessitating a robust legal response to deter such activities.
