According to the SBU's regional office in Volyn, the student was contacted via the Telegram messaging app. The operatives posed as SBU employees, asking him to "test the security system" of a judicial facility.

Acting on this misleading directive, the student carried out the act under the pretense of a security assessment. Late at night, he threw a package containing a flammable mixture onto the steps of the Economic Court of Volyn Oblast.

He was apprehended the following day as he attempted to flee the scene.
