What Happened
AT "Ukrzaliznytsia" has announced new rules for ticket refunds applicable to train services within Ukraine. Effective May 2, these regulations modify the percentage of the ticket price that can be refunded if a passenger cancels their trip.
This change follows an order from Ukraine's Ministry of Community Development and Territories, which underwent public consultations before its approval. Ukrzaliznytsia communicated the decision via its official Facebook page.
Key Details
The refund system will operate on a progressive scale that varies based on the time remaining before departure. For standard passengers, the percentage of the ticket refunded will decrease as the departure date approaches.
Here’s how the breakdown works: - 15 to 20 days before departure: 100% refund - 10 to 14 days: 90% to 95% refund - 5 to 9 days: 75% refund - 1 to 4 days: 50% refund - Less than a day but not later than one hour after departure: only the cost of the seat reservation, which is a minimal part of the total ticket price. For military personnel of the Ukrainian Defense Forces who purchase tickets through the "Army+" app, the procedure is different.
They are eligible for a full 100% refund when returning tickets at least one hour before scheduled departure, with no restrictions imposed. This new refund model contrasts with the previous fixed calendar periods that determined ticket sale timelines.
Ukrzaliznytsia explains that the revised rules take into account the actual period during which tickets were available for purchase. A double scale will now be employed to assess how many days remained until departure at the time of ticket return.
In scenarios where sales open less than 14 days before departure, such as routes to frontline cities, refunds will align with this adapted logic.
Why It Matters
This system aims to encourage passengers to cancel tickets promptly when their plans change, thus enhancing predictability in passenger flow for the rail service. Efficiently returning seats to the market can improve service availability for other travelers. Furthermore, it is expected to deter ticket scalping practices that have been a concern.
Background
Ukrzaliznytsia has recently focused on making travel safer and more efficient. Earlier this month, the service announced it would equip all passenger trains with additional emergency supplies, including flashlights, whistles, megaphones, ponchos, blankets, and glow sticks, further enhancing safety measures for travelers.
The adoption of the new refund policy aligns with ongoing improvements to rail operations amid challenges in the region.
