The revised model will prioritize support for families of servicemen who are missing in action, particularly those from disbanded military units. This decision was reached after a series of discussions involving representatives from the Ministry of Defense, families of the missing servicemen, the Public Council at the Coordination Headquarters for the Treatment of Prisoners of War, the Office of the Commissioner of the Verkhovna Rada of Ukraine, and members of the public.

Through this ongoing dialogue, the Ministry has formulated a comprehensive approach to assist these families. The Ministry of Defense emphasizes the main objective of establishing these centers is to provide holistic assistance to families of defenders who disappeared under exceptional circumstances while ensuring efficient documentation.
A new regional social support center is currently in the process of creation; it will operate with the status of a military unit and be subordinated to the operational command of the Western command of the Armed Forces of Ukraine. The framework for the military unit is expected to be developed within a month following updates to Order No.
280, and the revisions will be made available to coordinators of initiative groups for their input. Key aspects of the centers will involve managing documentation associated with disbanded or reorganized military units.
Transfers to the new center will only occur voluntarily and with family consent if no organizational changes are taking place within the military unit. Upon transfer, any missing serviceman retains their military status, with all financial entitlements maintained intact from the moment of disappearance.
The establishment of these regional support centers aims to create a centralized record of missing servicemen, ensure continuity in financial support, and reduce bureaucratic hurdles for their families. The Ministry of Defense has expressed its commitment to continuing constructive dialogue with civil society representatives to refine the regulations regarding the centers, taking into account the perspectives of servicemen’s families.
In February, the Ministry began consultations regarding the reform of the support system for military families, demonstrating an ongoing commitment to strengthen these processes.
