What Happened

In the first quarter of 2026, Ukraine’s border guards detected 80 criminal groups engaged in the illegal smuggling of people. This proactive measure led to the detention of around 3,000 individuals involved in these activities. Andrii Demchenko, spokesperson for the State Border Guard Service of Ukraine, reported these numbers in an interview with Ukrinform.

Key Details

Demchenko highlighted that the recent figures represent a decline in the number of offenders when compared to the previous year. In 2025, border guards uncovered 520 such groups, including their organizers.

In 2026, there were 80 groups revealed in just three months, with a significant surge of 40 groups in March alone. Despite the arrest of 2,900 offenders in the first quarter, Demchenko pointed out that this marks a 38% decrease from the same period in 2025.

He stated that attempts to illegally cross the border have also been declining since 2024. The spokesperson provided detailed statistics on detentions since February 2022, with approximately 67,000 individuals apprehended at the border.

Out of these, around 36,000 were caught attempting to cross in rural, less-monitored areas designated as “green” borders. Border control posts registered 27,000 detentions, while about 4,000 individuals were caught at official checkpoints using forged documents or misrepresenting their reasons for leaving the country.

The border area with Romania emerged as a frequently used route among offenders seeking to cross illegally. Demchenko also indicated that the Dniester River has become a noteworthy pathway for illegal border crossings.

This new trend may affect enforcement strategies moving forward.

Why It Matters

The reduction in border smuggling groups and attempts reflects a consistent effort by Ukraine's border security to manage illegal migration and maintain national security. The decrease in apprehensions suggests improvements in monitoring and enforcement operations since the start of the conflict in 2022.

Background

Prior to 2022, illegal border crossings were a critical issue for Ukraine. The conflict and subsequent draft scenarios have exacerbated the situation, leading to an increase in smuggling activities.

The border guards have since implemented stricter measures to counter these trends, focusing on high-risk areas and known smuggling routes. The current findings represent a continual effort by the Ukrainian government to secure its borders amid ongoing conflicts and tensions in the region.

The State Border Guard Service remains vigilant in its operations to safeguard Ukraine's sovereignty and integrity.
