Ukraine Urges UNESCO to Reassess Russia's Membership
Ukrainian envoy to UNESCO, Vadym Omelchenko, has called for an evaluation of Russia's membership in the organization due to ongoing attacks on cultural heritage sites. This follows a recent drone assault by Russia on UNESCO-listed sites in Lviv.

Omelchenko, who serves as the Ambassador Extraordinary and Plenipotentiary of Ukraine to France, formally addressed the director-general of UNESCO regarding the urgent need to assess the implications of Russia's military actions against Ukraine's cultural heritage. He emphasized that Russia must face international criminal responsibility for war crimes committed against Ukrainian citizens, cities, and cultural sites.
These actions, described by Omelchenko as barbaric, demand an appropriate legal response under international law. In a recent attack, Russian drones targeted the historic center of Lviv, which is a UNESCO World Heritage site.
This assault has drawn international concern due to the site's heightened protection status under the Second Protocol to the Hague Convention, which aims to safeguard cultural property during armed conflicts. Omelchenko pointed out that any strikes on such protected sites are classified as war crimes, and immediate action is necessary from the international community.
The Ukrainian envoy called for UNESCO to intensify resource mobilization efforts to ensure the effective protection of Ukraine's cultural heritage. He urged the organization to enhance rapid response mechanisms and expand support for affected sites.
Omelchenko stated that a decisive reaction from UNESCO is not only prudent but an obligation that the organization must uphold amidst ongoing aggression. Omelchenko’s pleas come on the heels of comments from Ukrainian Foreign Minister Andrii Sybiha, who also called for UNESCO to respond firmly after the attack on Lviv.
The diplomatic appeals reflect a broader strategy by Ukraine to garner international support and pressure UNESCO to reconsider Russia's role within the organization. In light of ongoing cultural and historical violations, the envoy firmly established that Russia’s continued membership in UNESCO is unacceptable and incompatible with the organization's core mission to protect cultural heritage worldwide.
