Ukraine Unveils Demo of New eTobacco Information System
On March 20, 2026, Ukraine introduced the demo version of the eTobacco information system, designed to enhance digital control over tobacco product circulation and meet EU commitments.

The presentation was led by Serhiy Tkachuk, head of the State Food Safety and Consumer Protection Service. He emphasized that Ukraine is shifting from paper-based processes to digital solutions.
The move aligns with the nation’s responsibilities toward the European Union and the necessity for real-time monitoring of tobacco consumption. Tkachuk noted that the eTobacco system is an initiative aimed at uniting businesses, the government, and society within a cohesive information landscape.
During the launch event, attendees were shown the system's capabilities, which include the electronic submission of ingredient reports and emissions data by manufacturers. It also features centralized data accumulation and analysis, the formation of open data sets, and integration with other state registers.
The government has already approved the necessary resolutions to initiate interdepartmental integrations, with the eTobacco system currently in its final development stages. The next steps involve testing the system through a pilot project, refining its functionalities, and gradually scaling it up to establish an effective tool for oversight and transparency in the tobacco sector.
This initiative comes after the State Tax Service conducted nearly 13,900 inspections of tobacco retail entities throughout 2025, uncovering violations amounting to hundreds of millions of hryvnias. The implementation of eTobacco is expected to address these discrepancies and improve compliance in the industry.
By fostering a digital framework, Ukraine aims not only to streamline reporting processes but also to enhance consumer protection and public health measures related to tobacco use. The system is projected to serve as a model within the region, promoting better practices in digital governance for public health concerns.
The integration of such systems demonstrates Ukraine's commitment to modernize its regulatory approaches while meeting international standards.
