Ukraine Sells Over 356,000 Hectares of Agricultural Land in 2025 (2)
Ukraine sold more than 356,000 hectares of agricultural land in 2025, according to Dmytro Makarenko, head of the State Service for Geodesy, Cartography, and Cadastre.

In a notable expansion of its agricultural land market, Ukraine sold over 356,000 hectares in 2025, reversing a long-standing moratorium. The average sale price reached UAH 57,400 per hectare, significantly higher than the previous year’s average of UAH 46,700 per hectare.

Dmytro Makarenko announced these figures, reflecting the positive trends in land transactions following the lifting of restrictions that had limited agricultural land sales since 2001. The data indicates a robust recovery from the disruptions caused by Russia's full-scale invasion in 2022, with the 2025 figures surpassing the approximately 320,000 hectares sold in 2024.
At the end of 2025, the percentage of agricultural land alienated that was previously under moratorium stood at 5.4%, showing a slight decrease from 5.8% at the beginning of 2026. This trend underscores an increasing normalization of land market activities in Ukraine.
Makarenko elaborated on a pilot project aimed at mass land valuation, which is currently in its second stage of implementation. He noted the application of a regression model to better assess agricultural land values based on quality and market attractiveness.
The project's first stage, which encompassed all land categories, has already laid the groundwork for a more detailed valuation process. Additionally, a state land inventory campaign in 2025 registered over 214,000 hectares of inventoried land, marking the most successful year for this initiative in recent history.
These efforts are part of an ongoing strategy to enhance land management and valuation processes in Ukraine's agricultural sector. Since the effective lifting of the moratorium on July 1, 2021, over 335,000 land purchase and sale agreements have been executed, demonstrating a growing confidence in the land market and an eagerness among investors and farmers to engage in land transactions again.
This trend is expected to continue, paving the way for further development in Ukraine's agricultural economy.
