The sales of agricultural land in Ukraine reached over 356,000 hectares in 2025, a notable increase from approximately 320,000 hectares sold in 2024. Dmitry Makarенко disclosed this information while presenting the agency's performance for the year, emphasizing a gradual recovery in the land market that had been impacted by the Russian invasion in 2022.

Following the lifting of the moratorium on agricultural land sales on July 1, 2021, the market has shown a consistent upward trend, with 5.4% of previously restricted land sold by the end of 2025, slightly increasing to 5.8% in early 2026. The average sale price for agricultural land in 2025 was reported at 57,400 UAH per hectare, compared to 46,700 UAH per hectare in the previous year.

This price increase reflects not only market recovery but also adjustments in land valuation practices by the State GeoCadastre. Makarensko noted that the agency is implementing a pilot project for mass land valuation, which has already undergone several phases to enhance assessment models for better accuracy.

Further supporting this initiative, the agency has made strides in land inventory, achieving the best results in recent years by thoroughly accounting for 214,000 hectares in 2025 alone. This effort aligns with a broader commitment to improving land management practices across Ukraine.

Since the end of the sales moratorium, almost 335,000 agreements for land purchase and sales have been executed, reflecting a growing confidence in the agricultural sector despite ongoing challenges. As of early March, the total volume of transactions in the agricultural land market exceeded 1 million hectares, indicating a robust market dynamic in a critical area of the Ukrainian economy.

The State Service’s initiatives aim not just to stabilize but also to innovate land valuation strategies that could benefit both sellers and buyers in this vital industry.
