Ukraine Plans Food Bank Network for Vulnerable Citizens

The memorandum, signed by Dmitro Shkrabatovskyi, head of the Ukrainian Food Bank Federation (UFDB), emphasizes addressing the dual challenge of food waste and food insecurity in Ukraine. Each year, approximately 3 million tons of edible food is wasted, even as millions of Ukrainians require humanitarian and food aid.

The proposed food banking legislation aims to facilitate the redistribution of safe, consumable food from producers and retailers to charitable organizations instead of ending up in landfills. This model follows successful examples from European Union countries and the United States.

The UFDB suggests legislative changes that would provide incentives for producers and retailers to divert food nearing expiration to charitable purposes. Shkrabatovskyi pointed out the global practice of food banking that prevents waste while ensuring that vulnerable populations receive much-needed nutritional support.

The memorandum also calls for penalties for food destruction when there's an opportunity for donation. Taras Vysotskyi, the Deputy Minister of Economy, indicated that these initiatives are under consideration and will be examined by relevant governmental departments.

The drafted legal text is expected to be presented for stakeholder discussion by early April. Vysotskyi noted that this initiative intersects multiple sectors managed by the expanded ministry, including economic efficiency, agricultural sustainability, and environmental responsibility.

This response to food waste aligns with Ukraine's broader goals to improve food security and community support systems. Vysotskyi remarked on the ambitious aim of achieving 100% efficient resource utilization, although a more immediate target of reducing food waste by 50% is a practical goal embedded within their strategy.
