What Happened

During the ongoing conflict in Ukraine, approximately 4,700 points of access for administrative services, known as ЦНАП (Centers for Administrative Services), are operational. This information was disclosed in an interview by Marina Bobranițka, the director of the Directorate for E-Governance and Public Services at the Ministry of Digital Transformation, to Ukrinform.

Bobranitska indicated that while the overall network consists of more than 5,000 access points, some are temporarily closed due to the war. The director noted that certain facilities remain in occupied territories or have been destroyed.

However, many ЦНАПs have relocated and are continuing to operate. New specialized units for veterans have also been opened. In six years, the ЦНАП network has significantly expanded from around 700 centers to providing services in both small communities and mountainous areas, thus enhancing public service accessibility.

Currently, the focus is on improving the quality and availability of services rather than merely expanding the network. Despite the ongoing war, the number of ЦНАПs is stable, adapting to evolving conditions.

Annually, these centers facilitate about 20 million services, with approximately 65,000 services provided daily. Over the past six years, the total number of services rendered surpasses 100 million.

As part of ongoing enhancements, the Ministry of Digital Transformation plans to introduce a new service for obtaining certificates of no criminal record with an apostille through ЦНАПs. Additionally, efforts are underway to offer tax identification number registration services, expected to launch in the second quarter of the year.
