The Ministry of Digital Transformation in Ukraine revealed a set of new standards aimed at telecommunications providers on March 21, 2026. These standards focus on ensuring inclusivity, ensuring that all citizens have equal access to communication and information services.

According to a press release from the Ministry, the goal is to eliminate barriers and align Ukraine's telecommunications with European inclusivity standards. Incorporating these new requirements, all websites and mobile applications of telecom operators must be compliant with accessibility guidelines.

This includes offering support through text chats and video calls that feature sign language interpretation. Furthermore, service centers operated by providers must be adapted to accommodate individuals with mobility challenges.

Another significant part of the new standards mandates that information regarding tariffs and services be presented in formats that are user-friendly for people with disabilities. This approach aims to foster an environment where all Ukrainians, regardless of their physical capabilities, can access essential communication services seamlessly.

Large and medium-sized businesses will have a two-year window to implement these changes, while small and micro-enterprises will benefit from a four-year period. This phased approach is designed to give businesses adequate time to adjust their systems and practices to meet the new inclusivity requirements.

The introduction of these standards follows recent initiatives, including a training program focused on 'Barrier-Free Communication in Public Service,' implemented by the Center for Candidate Assessment in Kyiv. Such programs aim to enhance public service communication and awareness around inclusivity in Ukraine.

The Ministry insists that these new measures are crucial for enhancing social cohesion and the quality of life for all citizens as Ukraine continues to pursue its European integration goals. By improving telecom accessibility, the government hopes to foster a more inclusive society that eliminates barriers to communication.
