Ukraine Establishes Commission to Investigate Budget Misuse
The Ukrainian Parliament has formed a temporary commission to investigate alleged violations in the use of budget funds for internally displaced persons (IDPs) resulting from the Russian aggression.

On March 11, 2026, the Verkhovna Rada passed resolutions to establish a temporary investigative commission (TSC) aimed at probing possible instances of legal violations concerning the allocation of state and local budget funds meant for assisting IDPs and those affected by the armed conflict with Russia. A total of 267 deputies supported the legislative initiative numbered 15038, indicating considerable parliamentary backing for the effort.

The initiators of this commission state that its establishment will allow for a comprehensive audit of potential violations, an analysis of the status of state and local programs established to support the affected population, and the preparation of proposals to rectify identified shortcomings. The goal is to enhance the framework of state policy, hold accountable those responsible, and improve the regulatory and legal bases surrounding these initiatives.
Key tasks for the commission include investigating instances of improper or ineffective use of budget funds, examining the implementation of social assistance programs, housing initiatives, compensation measures, and humanitarian aid plans. The commission will also analyze decisions made by government bodies and actions taken by officials involved in these programs.
Additionally, it will monitor state and communal properties available for use in providing housing for IDPs and assess the functionality of relevant information and analytical systems. The commission's leadership will be headed by MP Serhiy Kozyr, who is expected to oversee the efforts aimed at strengthening parliamentary oversight of budget allocations.
This initiative is anticipated to enhance transparency and efficacy in programs designed to support the IDP population and others affected by the ongoing conflict, ultimately fostering trust in state institutions and recovery processes. Following the establishment of this commission, experts and officials hope to identify and rectify possible legal violations, ensuring that social rights of citizens impacted by the Russian invasion are sufficiently protected.
The commission's work reflects a significant step towards improving governance and accountability in the context of humanitarian support during wartime.
