During the 111th session of the OPCW Executive Council from March 10 to 13, Ukraine raised grave concerns regarding Russia's ongoing use of hazardous chemical substances in its military operations in Ukraine. The Ukrainian delegation presented a detailed account of over 12,500 documented incidents involving Russian chemical munitions.

According to the Ukrainian Embassy in the Netherlands, this widespread use violates international law and challenges the global non-proliferation regime. The allegations come as the conflict enters its fourth year, underscoring the critical nature of these accusations.
Ukrainian representatives noted that the systematic use of chemical weapons not only poses immediate dangers on the battlefield but also endangers international security. Andriy Kostin, head of the Ukrainian delegation, emphasized the need for effective mechanisms within the OPCW to identify and hold accountable those responsible for chemical weapons use, including the perpetrators and their sponsors.
The session also discussed new tactics employed in the delivery of these toxic substances, including the use of unmanned aerial vehicles to deploy chemicals into enemy positions. This escalation raises significant concerns among international observers and civil rights advocates.
Ukraine’s call for accountability has garnered support from several European nations, including France, Germany, the Netherlands, Sweden, and the United Kingdom, all of which echoed the need for Russia to face consequences for its actions. Additionally, the Ukrainian delegation pointed to past instances of Russia's use of chemical agents, linking the current situation to previous cases such as the poisoning of Sergei and Yulia Skripal in the UK and Alexey Navalny within Russia.
These patterns of behavior reinforce allegations of Russia’s disregard for international conventions concerning chemical weapons. In this context, Ukraine reaffirmed its commitment to collaborating with the OPCW and its partners to uphold the principles of the Chemical Weapons Convention and to ensure accountability for any breaches.
The recent gathering also marked a significant moment, as Ukraine secured a continued seat on the OPCW Executive Council while Russia failed to gain re-election for the third consecutive term, signaling a shift in international perspectives regarding the ongoing conflict.
