Russia Uses Iran Intelligence Exchange as Leverage Against Ukraine
Moscow is reportedly using the exchange of intelligence data with Iran as leverage in its ongoing conflict with Ukraine, as detailed by the Institute for the Study of War (ISW).

Recent reports from the Institute for the Study of War indicate that Russia is leveraging its intelligence-sharing arrangement with Iran to further its objectives in the war against Ukraine. The involvement of high-ranking officials from both nations signals an alarming strategic partnership aimed at countering Western influence in the region.
During a meeting on March 11 in Miami, Kirill Dmitriev, head of the Russian Direct Investment Fund, put forth a controversial proposition. He suggested that Russia would cease sharing intelligence with Iran if the United States agreed to stop its own exchange of intelligence with Ukraine.
This proposal was reportedly rejected by the U.S. delegation, underscoring the unwillingness of Washington to compromise on support for Ukraine.
Attempts by Russia to woo the U.S. into altering its intelligence cooperation with Ukraine are not isolated.
Reports indicate that Russian officials have proposed various deals to the U.S. regarding Iran, including suggestions for the transfer of enriched uranium to Russia.
These proposals, however, have been dismissed by U.S. officials, reflecting the ongoing antagonism between the two nations.
Furthermore, the Wall Street Journal has noted that Russia is providing Iran with satellite imagery, drone technology, and advisory support for operations targeting U.S. and Israeli military personnel in the Middle East.
The dynamics of this cooperation extend beyond mere intelligence sharing; they involve direct impacts on military engagements in the region. Following coordinated strikes by the U.S.
and Israel on Iranian regime targets on February 28, Iran retaliated by launching attacks on American bases in Kuwait, UAE, Qatar, Bahrain, and Jordan. These escalations highlight the intricate web of regional conflict, wherein Russian and Iranian interests intersect against a backdrop of a common adversary in the United States.
The specifics of Russia’s intelligence operations signal an increasing alignment between Moscow and Tehran, as well as an urgent geopolitical maneuvering in the context of the ongoing war with Ukraine.
