New Protected Area Established in Collins Bay, Antarctica

What Happened

A new specially protected area has been created in Collins Bay, located near Ukraine's Akademik Vernadsky Station in Antarctica. The decision was made following extensive negotiations among the member states of the Antarctic Treaty during the 48th Consultative Meeting held in Hiroshima from May 11 to May 21, 2023.

The Ukrainian initiative was supported by consensus after three years of intensive international discussions, traditionally represented by the National Antarctic Scientific Center (NANЦ). This protected area consists of five distinct sites known for their unique moss ecosystems, bird colonies, glacial landscapes, and rich biodiversity.

Key Details

According to NANЦ, the initiative aims to ensure the long-term protection of these ecosystems against increasing tourism activities and the adverse effects of climate change. The meeting also included political discussions about expanding the Consultative parties of the Antarctic Treaty.

Currently, 58 countries are part of the treaty, but only 29 hold Consultative status, which grants them the right to vote on all Antarctic matters. During the consultations, Canada, Turkey, and Belarus applied for Consultative status.

The Ukrainian delegation supported Canada and Turkey's applications while advocating for a delay in Belarus's request. India's stance was that all nations should be eligible for Consultative status, which led to discussions about a more open approach among the parties.

The establishment of this protected area is significant for Ukraine as it strengthens its role in Antarctic affairs and environmental protection. The anticipated rise in tourism and climate change poses threats to these unique ecosystems, making the initiative crucial for their sustainability and protection.

Background

The NANЦ's initiative aligns with a broader effort to protect wildlife in Antarctica, notably efforts to secure a special protected status for the emperor penguin that has recently faced population declines due to habitat loss. The International Union for Conservation of Nature listed emperor penguins as an endangered species in April 2023.

However, Russia and China have blocked proposals for their protection, underlining ongoing geopolitical tensions among treaty nations. Additionally, NANЦ is participating in a new European Union project titled "Polar Snow, Permafrost, and Continental Ice in a Changing World," aimed at predicting change in the polar regions and developing adaptation strategies.

The commitment to these ecological initiatives reflects the intersection of international policy and environmental conservation in one of the world's most fragile ecosystems.
