Kropyvnytskyi Officials Charged with Forging Disability Certificates

Investigators from the Security Service of Ukraine (SBU) and the State Bureau of Investigations announced charges against the head of a military medical commission in Kropyvnytskyi and five associates for their involvement in a scheme to forge medical documents that facilitated fake disability claims. According to the case materials, the scheme involved the commission's head, a deputy chief physician, the head of a municipal hospital department, and members of medical expert commissions in the Kirovohrad region. In total, investigations documented over ten instances of the suspects receiving bribes, which ranged from $2,000 to $5,000 depending on the urgency of the requests.

The accused falsified medical histories to indicate fictitious long-term inpatient treatments and forged test results to support disability claims. These fraudulent documents were then submitted to controlled members of the evaluation commissions to determine the disability status of military conscripts seeking to evade service.

Law enforcement officials arrested the organizers of the scheme after they received another bribery payment. Search operations were conducted in the suspects' offices, residences, and vehicles, resulting in the seizure of medical documents and more than 7 million Ukrainian hryvnias (approximately $190,000).

Six suspects have been formally charged under Article 368, Part 3 of the Criminal Code of Ukraine for receiving unlawful benefits as public officials. Investigations are ongoing to hold all participants in the scheme accountable.
