France Urges No Link Between Friendship Pipeline and EU Loan

In a recent statement, French officials indicated their commitment to collaborating with Slovak and Hungarian partners to resolve challenges related to the Friendship oil pipeline. This development comes as Ukrainian President Volodymyr Zelensky prepares for a visit to Paris.

The situation surrounding the pipeline has drawn attention due to its impact on Ukraine’s potential financial support from the EU. The French presidency emphasized that the issues concerning the Friendship pipeline should remain separate from discussions regarding the EU loan, which was initially agreed upon at a European Council meeting in December.

The Friendship pipeline, a critical artery for oil transport running through Ukraine, has been under strain, worsened by damage attributed to Russian actions. Despite this, French sources stress that it is crucial to implement the existing loan agreement without linking it to the pipeline issue.

France’s position is that Slovakia and Hungary, which are receiving Russian oil under exceptional conditions outside of the EU's sanctions framework, should engage constructively in resolving the pipeline's operational challenges. Ukrainian Prime Minister Yulia Svyrydenko recently addressed the situation in Paris, assuring French officials of Ukraine's efforts to maintain the functionality of the pipeline.

The restoration of the Friendship pipeline has been framed as a responsibility that Ukraine must prioritize. French authorities have highlighted that the pipeline's repair is feasible, contingent upon addressing the damage it has sustained.

As the EU contemplates sending a mission to assess the pipeline's condition following a Russian strike on January 27, the French administration is keen to facilitate dialogue among Ukraine, Slovakia, and Hungary. The cooperation aims to find mutually acceptable solutions that can lead to the pipeline's restoration and ensure financial assistance flow from the EU to Ukraine.
