During a recent meeting of a working group preparing for post-war elections, Deputy Foreign Minister Oleksandr Karasevych emphasized the need for more voting districts given the significant number of Ukrainians living abroad. Currently, there are 104 permanent voting districts established at diplomatic missions, which officials believe is insufficient for the millions of Ukrainian citizens expected to participate in the elections.

Reportedly, estimates suggest that between 5 to 8 million Ukrainians reside outside the country, with only a small fraction formally registered as voters. This disparity highlights the necessity for expanding voting infrastructure to encourage participation in the electoral process.

Karasevych proposed that the Central Election Commission could establish these additional districts as required, and mentioned that temporary facilities might be utilized if adequate spaces for new districts are unavailable. The Deputy Speaker of the Ukrainian Parliament, Olena Kondratiuk, emphasized the importance of determining the state funding required for these preparations, which include not only the infrastructure but also staffing and logistical needs.

Kondratiuk pointed to Poland as a significant case, where about 906,000 Ukrainians are registered to vote. The number of additional districts needed could reach up to 180 should these voters choose to participate.

Even if only 500,000 were to cast their ballots, this would still necessitate about 103 new districts. The discussions around these needs also extend to how many days voting will occur, a matter that remains open for debate.

Karasevych further noted the potential need for ballot boxes supplied by foreign countries, ensuring they comply with Ukrainian regulations. He also mentioned that determining the appropriate number of ballots will be critical, based on several factors including previous elections and the current population of voters on the rolls.

The Ministry aims for a robust process to accommodate voters effectively, keeping in line with Ukrainian law. Essentially, the working group is working to ensure this electoral process is as inclusive as possible, recognizing the necessity for diverse voting mechanisms and the involvement of Ukrainian citizens abroad.

Electoral reforms are underway to address these logistical challenges, and as developments emerge, the focus will remain on ensuring all eligible voters have the opportunity to participate in the forthcoming elections, reflective of the country's needs in a post-war context.
